Look at these two photos and tell me what’s different, and what the significance is.
The first is a CRS report on Introduction to the Legislative Process, page 1. If they make a mistake on page numero uno, that’s not a good sign, especially if it’s a foundational mistake.1
The second is also published by Congress. It’s Article 1, Section 1 of the U.S. Constitution, which created Congress.2
Focus on the first sentence in each. Are they saying the same thing ? Does the CRS Report on the Intro to Leg Process, published by the Congressional Research Service (that’s the US Congress, fyi) get the text and content of Article 1, Section 1 right ? Did they leave anything important out ? Is what is said false, or true. Explain.
Given that this CRS report is about the US Congress, in an official document published by the US Congress about itself, it reflects a self-understanding .
The role of Congress is undeniably important, so its self-understanding, if false, or sloppy, might have ramifications that extend far and wide. It’s thus quite important to nail this topic down tight, as tight as possible at the outset.
